Mr. Oliver’s current work on VIKA Capitol, LLC projects in the District of Columbia includes:
Eastern Avenue – City Homes, and a residential building at 1433 T Street, NW

As Managing Member, Mr. Oliver is responsible for strategic direction and oversight of VIKA Capitol, LLC and is directly involved in all of the projects it is working on. Throughout his impressive 22-year career, Mr. Oliver has overseen, directed and managed more than 200 residential, mixed-use, hotel and commercial developments in the District of Columbia. He is a licensed Professional Engineer the District of Columbia and Virginia. Mr. Oliver’s experience includes providing complete site/civil structural engineering including roadway, pavement, sewer, water, storm drainage, stormwater management, grading, sediment control design, environmental assessment and feasibility analysis.

Mr. Oliver’s areas of professional competence include:

  • In-depth experience and knowledge of the processes and requirements for projects in the District of Columbia
  • Planning and design of residential and commercial development, redevelopment and rehabilitation projects
  • Site design of residential, commercial, mixed-use developments and entitlement projects (PUDs and BZAs projects)
  • Design of stormwater management facilities, flood plain analysis and storm drain systems
  • Design of sanitary sewer and water supply systems
  • Preparation of plans processing and District of Columbia approval
  • Research, analysis, planning and design of storm drainage systems and stormwater management facilities
  • Design of soil erosion and sediment control

Mr. Oliver is member of the Engineers and Surveyors Institute.

Mr. Frost’s landscape architecture experience includes a wide array of commercial, residential and mixed-use projects throughout Washington, DC, Virginia, and Maryland. This extensive portfolio of experience includes both large- and small-scale projects ranging from mixed-use infill to large-scale residential and commercial projects to individual homes and pad sites. As a Senior Project Manager, Mr. Frost is responsible for daily project management and office activities. He ensures that that every attention to detail is provided for your project and that all of VIKA Capitol’s resources are leveraged and engaged on your project. Mr. Frost’s professional skills include project management, planning and design, conceptual mixed use layout and infill design, landscape design, conceptual utility layout and engineering, streetscape design, planting plans, lighting plans and other tasks related to both landscape architecture and civil engineering. Mr. Frost is also LEED AP Certified.

Mr. Frost’s areas of professional competence include:

  • Conceptual land use plans
  • Site development plans for mixed use, commercial, residential and infill developments
  • Preparation of construction documents
  • Planting Plans
  • Lighting Plans
  • Streetscape Design

Mr. Charles current work on VIKA Capitol, LLC projects includes:

Mr. Charles' engineering experience includes a wide array of commercial, residential and mixed-use projects throughout Washington, DC and Maryland. His project management skills have been honed on working on both large and small projects – each getting his keen attention to detail. As Project Manager, Mr. Charles is responsible for all aspects of the projects assigned and their progress and activities. Mr. Charles will meticulously focus on coordinating the design effort to ensure that the site plans meet your objectives and achieve the design and construction project schedules. Mr. Charles’ experience includes complete site/civil structural engineering including roadway, pavement, sewer, water, storm drainage, stormwater management, grading, sediment control design, environmental assessment and feasibility analysis.

Mr. Charles’ areas of professional competence include:

  • Preparation of site devlopment plans for commercial, residential and rehabilitation developments
  • Preparation of construction documents
  • Design of stormwater management facilities
  • Design of sediment and erosion control plans
  • Design of sanitary sewer and water distribution systems

Mr. Hull is one of only eighteen (18) Registered District of Columbia Surveyors. As a Registered and Licensed District of Columbia Surveyor, his management of the surveying tasks streamlines the approval and acceptance of surveys, plats and wall checks through the District of Columbia approval process. He has extensive transit-related and District of Columbia project experience. Mr. Hull’s experience includes all aspects of land surveying, including: control, boundary, topographic, stormwater and utility surveys; surveys to mark; wall checks; GPS field collection and office processing; preparation of subdivision and condominium plats; preparation of Washington Suburban Sanitary Commission (WSSC) and District of Columbia Water and Sewer Authority (DCWASA) easements; processing topographic surveys and computing cut/fill earthwork and pond volumes, storm drain designs; construction stakeout; and, proficiency in Land Development DeskTop 2009 and StarNet. In addition, he has completed WMATA’s “Right-of Way” Contractor Safety Training. Mr. Hull has surveyed hundreds of projects throughout the greater Washington Metropolitan DC area and points beyond. His extensive surveying experience will ensure the highest quality of base sheets and survey services for your project.
